00 Budget Amount(Yuan):2988000.00 简要规则描述：为进一步健全城市社会治安管理精细化模式，尽早发现各类城市社会治安管理问题，做好突发应急重大安全事故等的预防、上报及协助处置，东明路街道拟通过公开采购的方式选择一家合格的供应商提供2026年社区综治辅助性服务，强化管理力量，切实维护城市社会治安管理秩序。主要工作内容包括：配备辅助人员协助公安等开展外勤巡逻、自行巡查、监控室值班及留置室值班等工作，全年服务不少于78840个工时。（具体详见第三章采购需求书） Brief Specification Description:In order to further improve the refined mode of urban social security management, detect various urban social security management problems as early as possible, and prevent, report and assist in the disposal of sudden emergency major safety accidents, Dongming Road Street plans to select a qualified supplier through public procurement to provide community comprehensive governance auxiliary services in 2026, strengthen management strength, and effectively maintain the order of urban social security management. The main job responsibilities include:equipping auxiliary personnel to assist public security in conducting field patrols, self patrols, monitoring room duty, and detention room duty, with a service time of no less than 78840 working hours throughout the year. (Please refer to Chapter 3 Procurement Requirements for details) 合同履约期限：2026年5月1日至2027年4月30日。 The Contract Period:From May 1, 2026 to April 30, 2027.

二、申请人的资格要求

2.Qualification Requirements for Suppliers (a)满足《中华人民共和国政府采购法》第二十二条规定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业； (b)Qualification requirements to be met to implement government procurement policies:
